For some of them thought, because Judas had the bag, that Jesus had said unto him, Buy those things that we have need of against the feast; or, that he should give something to the poor.
Judas having the bag means he held the money. He was in a trusted position for Jesus directly. It was a significant position. It wouldn't be given to a known spy. Judas wasn't acting on some master plan for Satan...
You can say "God knows everything", which is kind of an I am that I am statement. Like when your parent says "because I told you so". I'm not going to argue that. But I will say we are here in this flesh world, and part of being here is limited knowledge compared to who we really are. For example: what did Jesus say when they asked when the end would be?
Matthew 24: 36
But of that day and hour knoweth no man, no, not the angels of heaven, but my Father only.
There is information not revealed to him during his time in the flesh. He just said only the Father knows. I'm sure Judas' betrayal was as much a surprise as Satan's Katabole. God watches us all grow with the same hope, but he also knows the souls that are in us, and where we stood back then. He has hope for all, but all are free to choose their path.
Judas was doing the Lord's work right beside Jesus.
